Well, it is either the black water temp sensor (90's), or it is a bad gauge.
To test the gauge, with no power on in the car, take the sensor off, and connect the wires with a paper clip to a 9vdcv battery, the neg lead goes to the brown wire, the needle should deflect 3/4 of the way.. if it does, then you may have a bad sensor.
If the gauge doesn't work then take the instrument cluster out. Take the 9vbatt to the two bigger leads on the back it should deflect 3/4 of the way.
Take the cluster apart, and get the gauge out, then drill out the 2 rivets, and repair the wiper wire to the gauge, it is usually corroded solder connection, Also it could be the nut connections on the back of the mylar.
Once that is fixed, ( a 90 series jetta) water gauge works, but its display will be off center, and you have to trim the tin to get it to fit.
Then on the big connector add another ground to the frame to the second pin (brown) and apply a piece of electrical tape under the mylar connector on the one side, this will force the connector to have a tighter seal.
I have the same issue on my blue cabby and if you can wait I should be able to have pics of it tomorrow.

If you take the water gauge out, and the brass rivets are corroded, then it is most likely
that you have to re-solder the connections.

I have a real fine pair of dikes, that I cut the rivets off as close as I can, then I file the
remainder off and gently pry the face plate off the gauge back

You will see three solder joints and a very fine wiper wire..... that wiper wire needs to be re-soldered back to the stud,
the far left is the meter the center is the led, and the far right is the other wiper wire that needs to be re-soldered.
They are a very fine wire, and on a couple ofthe gauges that I have seen they are barely making contact.
So when you heat them up I would keep a screwdriver pressing the wire into the solder.

that you have to re-solder the connections.
